Commencing with a list of Council members present: Dr. Shelford Bidwell; George Albert Boulenger; Colonel David Bruce; Francis Darwin (Foreign Secretary); Frank Watson Dyson; Sir Archibald Geikie (Secretary); Francis Gotch; Dr. Ernest William Hobson; Alfred Bray Kempe (Treasurer); John Newport Langley; Dr. John Edward Marr; Sir William Davidson Niven; William Henry Perkin junior; John Perry; Adam Sedgwick; Dr. William Napier Shaw; William Augustus Tilden; Sir William Wharton; the President, Sir William Huggins, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. List of names of candidates for Foreign Membership of the Royal Society considered and additional names inserted into the Suggestion Book: names to be nominated at the next meeting.
3. Report of the Soiree Committee, including on dates for the May and June events, approved.
4. Professor Larmor's proposed amendment to Statute 13, on specially elected Fellows, considered and deferred to the next meeting.
5. Notice given by Dr. Hobson and Sir William Wharton of an amendment to Dr. Larmor's proposal.
6. Motion of Sir Archibald Geikie on the Royal Society's publications sales being placed with a single firm of eminence.
7. Letter from the Curators of the Oxford Chest seeking Treasury authorisation in contributing £1,000 to the publication of the International Astrographic Catalogue.
8. Draft letter conveying the request from the Curators of the Oxford Chest, approved.
9. Letter from the Board of Trade noting steps taken to obtain reports from Germany, Argentina and Uruguay on counterfeiting the verification marks of the National Physical Laboratory.
10. Letter from the Lister Institute seeking permission to hold a meeting of the Indian Plague Committee in the Royal Society's rooms.
11. Letter from the Challenger Society asking to hold a meeting in the Royal Society's rooms, both requests granted.
12. Leave given to reproduce the Sylvester Medal in the 'Jewish Encyclopaedia'.
13. Payment of a bill of T.J. Toplis.
