Commencing with a list of Council members present: George Albert Boulenger; John Rose Bradford; Hugh Longbourne Callendar; Francis Darwin (Foreign Secretary); Frank Watson Dyson; Harold Bailey Dixon; Sir Michael Foster; Percy Faraday Frankland; Sir Archibald Geikie (Secretary); Ernest William Hobson; John Wesley Judd; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Augustus Edward Hough Love; Adam Sedgwick; William Napier Shaw; George Downing Liveing, Vice-President in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. The Secretaries drew attention to the appointment of Professor Callendar as Chair of the Sectional Committee for Physics and Chemistry contravening Standing Order 18: the appointment to be adhered to in special circumstances.
3. Decease of Robert Etheridge reported: Mr. H.B. Woodward requested to write the Obituary Notice.
4. Professors Chrystal and Lankester unable to serve on Government Grant Boards: Professor G.A. Gibson and Dr. Harmer nominated in their place.
5. Dr. Harmer nominated to the Library Committee in place of Professor Newton.
6. Assistant Secretary reported the receipt of certificates of candidature: this being the frst occasion since the change of Statutes, these would be suspended, but not as a precedent. One certificate's promoter desired that the list of published papers shoud be printed for circulation; in view of the misunderstanding, an abstract might be attached.
7. Draft of a proposed letter to Commander Scott submitted for approval, subject to the agreement of the Finance Committee of the Antarctic Expedition on some paragraphs.
8. Letter from J.S. Keltie, Secretary, Royal Geographical Society, 1 Saville Row, Burlington Gardens, 12 January 1904, to [the Royal Society], full text entered into the minutes: agreeing to the Royal Society taking responsibility for publishing magnetic observations from the Antarctic Expedition and hoping that the cost of publishing meteorological observations will be defrayed by the sale of Discovery, with the Geographical Society guaranteeing £500. The Secretaries reported that a circular on tabulating magnetic observations had been sent to nine co-operating observatories. Dr. Shaw noted the urgency of publishing meteorological observations and the Meteorological Council to arrange co-operation with the Geographical Society.
9. Letter from Sir William de Wiveleslie Abney, Rathbone Lodge, Bolton Gardens South, 12 December 1903; and Hotel Royal, Bordighera, Italy, 16 January 1904, to Joseph Larmor, full text of both entered into the minutes: on the desirabilty of science as a compulsary subject in Army education.
10. The Duke of Norfolk to pay off the Society's mortgage for £3,200 and the Society's seal affixed to a deed of reconveyance.
11. Draft letter to the Universities of the United Kingdom on scientific education in schools considered with various amendments voted upon: full text of the letter and accompanying statement entered into the minutes, ordered to be sent, and reported to the Fellowship.
12. Report of the Joint Meeting of the Sectional Committees for Physiology, Botany and Zoology, recommending Professor Starling and Dr. Bayliss to give the Croonian Lecture on the secretions of the pancreas.
13. A committee to be appointed to answer four questions on the scientific publications of the Royal Society.
14. Application from Dr. Nabarro for a grant to support research into Sleeping Sickness: should the Tropical Diseases Committee concur, a grant of £50 to be made from the reserve fund of the Government Grant.
15. Letter from the Chairman of the Committee of the International Catalogue of Scientific Publications, requesting Council approve a proposal to be put to the International Association of Academies; to be placed on the agenda.
16. Applications for support from the Publishing Grant adjourned until the next meeting.
17. Letters from E.W. Hamilton and Victor C. Cavendish, Treasury Chambers, 21 December 1903 and 11 January 1904, to the Secretaries of the Royal Society, full text entered into the minutes: on grants for the Natonal Physical Laboratory and for Eskdalemuir Observatory.
18. Nomination of Mr. A.F. Yarrow to the General Board of the National Physical Laboratory.
19. Report of the Joint Permanent Eclipse Committee, mainly lists of representatives.
20. Leave granted to Professor Miers to borrow original drawings from his paper.
21. List of bills for payment, for Library books, engraving and printing, with other expenses.
