Commencing with a list of Council members present: Dr. Shelford Bidwell; Sir Thomas Launder Brunton; John Norman Collie; Francis Darwin (Foreign Secretary); Wyndham Rowland Dunstan; John Bretland Farmer; Sir Archibald Geikie (Foreign Secretary); Francis Gotch; Dr. Sydney Frederic Harmer; Sir William Huggins; Alfred Bray Kempe (Treasurer); Edwin Ray Lankester; Joseph Larmor (Secretary); Dr. John Edward Marr; Hugh Frank Newall; Sir William Davidson Niven; John Perry; Ernest Henry Starling; William Augustus Tilden; the President, John William Strutt, 3rd Baron Rayleigh, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. Death of General Sir H.E.L. Thullier reported.
3. Applications for Mackinnon Studentships to be printed and referred to two committees formed for the purpose, to consider Biological and Physical applicants.
4. Seal of the Royal Society affixed to a power of attorney authorising payment of Chancery dividends to the Society's bankers.
5. Letter from the Physiological Society inviting representatives of the Royal Society to sit on a committee to prepare evidence for the Royal Commission on Experiments on Animals, no action to be taken at present.
6. Letter from Sir George Darwin on a difficulty with the Geodetic Arc in Africa, the Treasurer authorised to pay the £300 promised at once.
7. Candidates for election under Statute 13 balloted by Council and recommended to the Society for election as Fellows, certificates to be prepared: Edward Cecil Guiness, Viscount Iveagh; and Richard Burdon Haldane.
8. Adjudication of Royal Society medals: lists of candidates to be considered for the Copley Medal, Royal Medals, the Davy Medal, Rumford Medal, Darwin Medal and Hughes Medal.
9. On the question of surplus stock of publications, Joseph Larmor gave notice that he would propose the disposal of Philosophical Transactions in a manner set out, to be moved at the next meeting.
10. An address to be prepared for the opening of new schools at Aberdeen University.
11. List of dates for meetings, and omissions, for the session 1906-1907.
12. Treasurer reported the receipt of £2,000 the first part of the Government Grant for Scientific Investigations.
13. Extension of time for admission to the Fellowship granted to Professor J.H. Jeans.
14. Letter of thanks from the American Philosophical Society for the address prepared for the celebration of the 200th anniversary of Benjamin Franklin's birth.
15. The President noted having authorised support for the admission of the Imperial Academy of Tokyo into the International Association of Academies.
16. Letter from the Prince of Monaco, stating the intention to hold a International Congress of Oceanography and Marine Meteorology in two or three years.
17. Leave granted for reproducing illustrations.
18. List of bills for payment, for printing and engraving.
