Commencing with a list of Council members present: Dr. Shelford Bidwell; Sir Thomas Launder Brunton; John Norman Collie; Francis Darwin (Foreign Secretary); Wyndham Rowland Dunstan; John Bretland Farmer; Sir Archibald Geikie (Foreign Secretary); Francis Gotch; Dr. Sydney Frederic Harmer; Sir William Huggins; Alfred Bray Kempe (Treasurer); Edwin Ray Lankester; Joseph Larmor (Secretary); George Ballard Mathews; Hugh Frank Newall; Sir William Davidson Niven; John Perry; Ernest Henry Starling; William Augustus Tilden; the President, John William Strutt, 3rd Baron Rayleigh, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct, following a re-wording of minute 5, on experimental investigations on animals.
2. Death of G.J. Snelus was reported: Mr. E.J. Stead requested to write an Obituary Notice.
3. The President informed Council that H.R.H. the Duke of Connaught wished to become a Fellow of the Royal Society and gave notice of his intention to propose him from the Chair after recess.
4. Reports of the committees assessing the Mackinnon Studentshps received: studentships awarded to Mr. W.G. Duffield to study the arc of the spectra of metals at high pressures; and to Dr. F.H Scott for the contination of nerve cell studies.
5. Five applications to the Publication Grant considered, two declined: awards of £90 made to the British Astronomical Association for publishing observations of variable stars, £35 to the Anthropological Institute for publishing maps of a pigmentation survey of Scotland, and £12 to Dr. Downing to reproduce tables for distribution to astronomers.
6. Professor Larmor moved a scheme for the disposal of surplus stock of Philosophical Transactions, voted upon and carried.
7. Seal of the Royal Society affixed to the address to be presented at the opening ceremony for new schools at the University of Aberdeen.
8. Report of a committee to consider the proposed astronomical survey of ancient monuments, recommending that the Royal Society enquire of appropriate bodies, including a Committee of the British Association, as to whether they would be desirous of co-operating in such a survey, nominating members to a joint committee; and recommending a £100 contribution to the investigation. Council resolved that it was not itself prepared to take such steps, but would contribute to costs if such a committee was formed.
9. List of proposals for recipients of Royal Society medals.
10. Mr. Rix, the former Assistant Secretary, remained incapicitated by illness and the Treasurer moved that a grant of £50 be made to supplement his pension; adopted, after a motion to raise Rix's pension was withdrawn.
11. Treasurer requested to make proposals on pensions for salaried officers of the Society.
12. Upon a letter from the Directing Academy of the International Association of Academies, the Royal Society resolved that it was in favour of the immediate admission of the Imperial Academy of Science, Tokyo.
13. Letter forwarded from Lewis Mansbergh, Office of the Commissioner of Public Works, Cape of Good Hope, 30 May 1906, to the Agent General for the Cape of Good Hope, 100 Victoria Street, full text entered into the minutes: on the publication of the Report on the Mganetic Survey of South Africa, Professor Beattie hopes to send the manuscript to England in a few weeks, asking that the Agent General confirm to Professor Larmor that expenses will be met.
14. Officers empowered to take action on behalf of Council during the recess.
15. Treasurer authorised to pay routine bills during recess.
16. All book belonging to the Society to be returned to the Library, which would be closed for cleaning during August.
17. Leave granted to have copies of illustrations and to reproduce articles.
18. List of bills for payment for fire insurance, for printing, and for engraving.
