Commencing with a list of Council members present: John Lubbock, 1st Baron Avebury; Dr. Henry Frederick Baker; John Norman Collie; Francis Darwin (Foreign Secretary); Wyndham Rowland Dunstan; David Ferrier; Sir Archibald Geikie (Foreign Secretary); Sydney John Hickson; Alfred Bray Kempe (Treasurer); Edwin Ray Lankester; Joseph Larmor (Secretary); Hugh Frank Newall; Dr. Alexander Scott; Albert Charles Seward; William Johnson Sollas; Ernest Henry Starling; Silvanus Phillips Thompson; Augustus Desire Waller; the President, John William Strutt, 3rd Baron Rayleigh, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. Deaths of Sir Michael Foster, Lord Davey, Lord Goschen, Professor Mendeleeff and Professor Moissan reported: Dr. Gaskell and Sir Arthur Rucker to write an Obituary Notice for Sir Michael Foster, Dr. Thorpe and Sir William Ramsay to write Notices for Professor Mendeleeff and Professor Moissan respectively.
3. Attention called to the vacancies on committees and bodies created by the death of Sir Michael Foster: Professor Rose Bradford appointed to represent the Royal Society on the Colonial Office Advisory Board for Tropical Diseases, other appointments to be postponed.
4. Selection of the Bakerian Lecturer again postponed.
5. Letter from Dr. G.H. Fowler requesting support in obtaining facilities for scientific observations in the Northern Pacific Ocean: Council support the scheme and will write to the Admiralty accordingly.
6. Sir Archbald Geikie and Francis Darwin the represent the Royal Society at the 200th annivefrsary celebration of the birth of Linnaeus at the Royal University Upsala.
7. Professor MacBride requested to represent the Royal Society at the 7th International Zoological Congress in Boston, U.S.A.
8. Professor J.B. Farmer appointed to represent the Royal Society on the Committee of Chelsea Physic Garden.
9. Petition from the Organising Committee of the 2nd International Congress on School Hygiene for a grant to support expenses, declined.
10. A grant of £226 11s. 9d., voted from the Donation Fund to close the account on publishing the 1904 report on Funafuti Atoll.
11. The expense of publishing the Ceylon Pearl Fisheries Report had now exceeded amounts promised by the Colonial Office and the Royal Society: the Treasurer to negotiate with the Colonial Office to request a £500 grant from the Celyon Government, with a sum not exceeding £250 to be voted fom the Publication Grant to make up the balance.
12. Mr. S.A. Sanders added to the committee for proposals to be discussed at the General Assembly of the International Association of Academies, to advise on lunar nomenclature.
13. Selection of candidates for election to the Fellowship considered and adjourned.
14. Draft assignment of the leasehold of the Westwood property, comprising the Valancia Observatory, to the Meteorological Committee.
15. Treasurer reported on stock investments for the Gunning Fund and Hughes Medal Fund.
16. Purchase of bonds for the Gassiot Trust.
17. Requst from the Challenger Society for the use of the Royal Society's rooms to hold meetings, approved.
18. Dates for meetings of the Government Grant Committee and Boards.
19. Notes from the Meteorological Committee and from the Royal Astronomical Society on proposals for the International Association of Academies.
20. Letter from Messrs. Smith, Son and Oakley noting a street name change from Wharton Road to Rayleigh Road.
21. Letter from Robert Chalmers, Treasury Chambers, 4 February 1907, to the Secretaries, the Royal Society, full text entered into the minutes: noting the sum of £750 to be included in the Estimate for Scientific Investigations for salaries and expenses at Eskdalemuir Observatory.
22. Leave granted for copies of illustrations.
23. Bill for payment on electric lighting.
