Commencing with a list of Council members present: John Lubbock, 1st Baron Avebury; Dr. Henry Frederick Baker; John Norman Collie; Francis Darwin (Foreign Secretary); Wyndham Rowland Dunstan; David Ferrier; Sir Archibald Geikie (Secretary); Sydney John Hickson; Sir William Huggins; Edwin Ray Lankester; Joseph Larmor (Secretary); Hugh Frank Newall; Dr. Alexander Scott; William Johnson Sollas; Ernest Henry Starling; Augustus Desire Waller; the Treasurer, Alfred Bray Kempe in the chair; then the President, John William Strutt, 3rd Baron Rayleigh, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. Deaths of Sir Dietrich Brandis, Dr. Maxwell Masters, Professor A. Newton and Dr. Routh: Dr. Schlich, Professor Bayley, Dr. Sclater and Professor Larmor requested to write Obituary Notices.
3. Report of the Sectional Committee for Physiology read, recommending that notice to be made of the Society's powers in nominating two posts at the Laboratory at Col d'Olen and Professor Starling to represent the Royal Society at the opening ceremony: the Secretaries reported that notices had been placed in the Journal of Physiology and Journal of Pathology; resolved that no further notices should be placed.
4. Seal of the Royal Society affixed to the Address to be presented to Sir Joseph Hooker, on his 90th birthday celebrations.
5. List of members of committees formed to consider Biological and Physical sciences applications for Mackinnon Studentships.
6. Letter from the organising committee of the Second International Congress on School Hygiene, inviting the Royal Society to appoint delegates: no action to be taken.
7. Letter from Professor Church, requesting permission to publish, at his own expense, an index to the Classified Papers, leave granted with thanks.
8. The Treasurer reported on an interview with Professor Armstrong in which he pointed put the serious view Council took of his inaction with regard to Government Grant Board C: Professor Armstrong promised to submit a statement before Council, but none had been received, therefore the Secretraries were requested to write to him, requiring the refund of £100 before the next meeting of Council.
9. Read letters from the Appeal Secretary of the King's College Hospital Removal Fund, and from the Committee of the Memorial Fund of the birthplace of Jerome Lalande, seeking donations: both to be informed that the Society had no fund for such purposes.
10. Letter from Sir Richard Stracher resigning from membership of Royal Society committees: Council expressed their regret and appreciation of his service.
11. Letter from Miss Sang suggesting joint custodianship of the late Dr. Sang's collection of manuscripts: Council judge this not expedient and that the Royal Society of Edinburgh would be the natural custodian.
12. Treasurer reported on the terms of insurance of Royal Society and Catalogue of Scientific Papers staff under the Workmen's Compensation Act and was empowered to take out what insurance was necessary.
13. Adjudication of Royal Society medals: lists of names of candidates suggested for the Copley, Royal Davy, Buchanan, Hughes and Sylvester Medals.
[14 - not numbered]. Letter from C.P. Lucas, Colonial Office, 31 May 1907, to the Treasurer, the Royal Society, full text entered into the minutes: the Government of Ceylon has agreed to contribute a sum of £500 for the publication of the Ceylon Pearl Fisheries Report.
[15 - not numbered]. Letter from the Admiralty regretting that it could not assist the Royal Society with Professor Fowler's proposed research in the North Pacific, but the matter would be brought to the notice of the Canadian Government.
[16 - not numbered]. Leave granted for copies of illustrations.
[17 - not numbered]. List of bills for payment for paper and engraving.
