Commencing with a list of Council members present: Dr. Henry Frederick Baker; John Rose Bradford (Foreign Secretary); Sir William Crookes; Sir George Darwin; James Cossar Ewart; David Ferrier; Sir Archibald Geikie (Secretary); Charles Thomas Heycock; Sydney John Hickson; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); Charles Algernon Parsons; Dr. Alexander Scott; Albert Charles Seward; Frederick Thomas Trouton; Augustus Desire Waller; William Whitaker; the President, John William Strutt, 3rd Baron Rayleigh, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. Deaths of Sir John Evans and Herr von Leydig: Council recognise the great value of services rendered by Sir John Evans over many years, including 20 years as Treasurer and send sympathy to Lady Evans: Sir Archibald Geikie requested to compose an Obituary Notice.
3. Reports of the Committees considering applicants for the Mackinnon Studentships: the Physics award to Mr. J.A. Crowther, to invesigate the passage through matter of Beta-ray radiation; the Biology studentship to Mr. D. Thoday for research into the physiological condition of starvation in plants. The Secretaries to communicate with the Scholarships Committee of the Commisioners of the 1851 Exhibition, noting that high standard students might be eligible for 1851 Exhibition Scholarships.
4. List of candidates for election to the Fellowship under Statute XIII Chapter 1: ballots taken and the Duke of Bedford, with Mr. H.H. Asquith should have certificates prepared to be read to the Society.
5. Mr. Horace Brown nominated to serve on the International Catalogue Executive Committee in place of Dr. Thorpe.
6. £25 from the Reserve Fund granted to Mr. Twort for experiments on acute rheumatism.
7. Resolution of the Gassiot Committee requesting that the Treasurer sell Consols to the value of £250 to furnish magnetic instruments for the Eskdalemuir Observatory: Council order the sale of sufficient stock to produce £500, taking into consideration the previous £250 voted for the purpose.
8. Dr. Gadow given leave to defer payment of his annual subscription until his return to England.
9. Seal of the Royal Society affixed to diplomas for Foreign Members.
10. The Foreign Secretary noted that he had been in contact with the Opthalmological Society for names of surgeons in connection with the proposed enquiry into Glassworkers' Cataracts: resolved that a committee be formed, membership listed, to investigate and report.
11. A congratulatory letter to be sent to the Municipality of Faenza on the tercentenary of the birth of Torricelli.
12. Sir Archibald Geikie to represent the Royal Society at the celebration of the 50th year of the University Museum, Oxford.
13. The Magnetic Observatory at Eskdalemuir to be placed on the list of institutions to receive Philosophical Transactions and Proceedings A.
14. Copy of a letter from Professors of Zoology, The Museums, Cambridge, 13 June 1908, to the Prime Minister [Herbert Henry Asquith], full text entered into the minutes: on the administration of the British Museum (Natural History), requesting an enquiry; the documents to be placed with the President, Lord Rayleigh, for action as a Trustee of the British Museum.
15. Letter from C.P. Lucas, Downing Street, 29 May 1908, to the Secretary, the Royal Society, full text entered into the minutes: noting arrangements for the National Bureau on Sleeping Sickness and the selection of Dr. A.G. Bagshawe as its first Director.
16. Treasurer reported the receipt from the Treasury of £2,000 as the first installment of the Government Grant for Scientific Investigations.
17. Leave granted for copying of illustrations.
18. List of bill for payment for new electrical plant, engraving and paper.
