Commencing with a list of Council members present: George Albert Boulenger; John Rose Bradford; Hugh Longbourne Callendar; Francis Darwin (Foreign Secretary); Harold Bailey Dixon; Frank Watson Dyson; Percy Faraday Frankland; William Dobinson Halliburton; Ernest William Hobson; John Wesley Judd; Alfred Bray Kempe (Treasurer); Joseph Larmor (Secretary); George Downing Liveing; Augustus Edward Hough Love; Adam Sedgwick; William Napier Shaw; Captain Thomas Henry Tizard; the President, Sir William Huggins, in the chair. The Assistant Secretary [Robert Harrison] attended.

Among matters discussed or noted:

1. Minutes of the previous meeting were read and signed as correct.
2. Reports of two committees on the Mackinnon Studentships presented: studentships awarded to Mr. B. Cookson, for research into the constant of aberration and determination of the mass and compression of Jupiter, correcting the orbits of satellites; and to Mr. L. Doncaster for research into the development of sawfly eggs and breeding experiments.
3. Six applications for grants from the Publications Fund listed, with decisions taken.
4. List of proposals of candidates for Royal Society medals, each proposed and seconded.
5. Letter from the Foreign Office requesting the Royal Society's opinion on attendance at the Eighth International Geographic Congress: the reply to be that no Government representation is necessary, but that representatives of scientific societies should attend.
6. Letter from Joseph Larmor, Secretary of the Royal Society, 7 July 1904, to the Secretary, the Board of Education, full text entered into the minutes: Dr. W.N. Shaw suggested as a representative to the Congress of the International Scientific Commission of Aerostation at St. Petersburg.
7. Letter from Professor Beattie of Capetown enquiring whether the Royal Scoiety would publish the results of the magnetic survey of South Africa: the reply that the Society would publish in a uniform edition with Philosophical Transactions, so long as all expenses were met by the Colonial Governments.
8. Treasurer authorised to advance £500, the balance of £4,000, to the Executive Committee of the International Catalogue of Scientific Literature.
9. Treasurer authorised to negotiate an overdraft not exceeding £750 on the National Physical Laboratory account.
10. Application for a grant of £12 8s., from Karl Pearson, to defray the costs of daily barometric observations in South Africa, approved from the Reserve Fund of the Government Grant..
11. Proof of the revised certificate of candidature approved, after verbal amendments.
12. Draft of amendments to Statutes considered and referred to a committee for report to Council.
13. Treasurer reported the receipt of £1,500 from Dr. Ludwig Mond, the third instalment of £6,000 towards the Catalogue of Scientific Papers.
14. Report of the Scientific Relief Committee, recommending sums to be placed in various hands, for the benefit of applicants.
15. Treasurer reported the receipt of £500 from the Treasury, the first part of the annual Publication Grant.
16. Application from Sir John Murray for parts of Philosophical Transactions, granted.
17. Survey report on the condition of the Mablethorpe Estate.
18. Letter of thanks from the President of the University of Wisconsin, forwarding a jubilee medal.
19. Letter from the Reverend T.J. Prout, forwardng a photograph of a portrait of the late William Prout.
20. Leave granted to the National Trust for Places of Historic Interest to use the Society's rooms for a meeting on 13 July.
21. Officers empowered to act on behalf of Council during recess.
22. Treasurer authorised to pay bills during recess.
23. All books to be returned to the Library by 31 July and the Library closed for cleaning for a fortnight in August.
24. Leave of absence granted to the Assistant Secretary.
25. List of bills for payment, for printing and other purposes.
