CitationChief Adviser, Research and Experiments Department of the Ministry of Home Security. From 1924-1939 he was Director of Building Research, Department of Scientific and Industrial Research, and from 1933-1939 also Director of Road Research. His personal researches have been chiefly on the physical properties of cements and concretes, particularly moisture expansion and contraction, the use of pozzolanas and the fire-resisting properties of concrete. He has been exceptionally successful both in initiating and developing the scientific work of the Building and Road Research Stations, and is largely responsible for the high reputation of both at the outbreak of war. His success in planning and guiding scientific research into problems of Civil Defence has been of outstanding national importance.
