CitationDr Sutcliffe is the outstanding figure in British forecasting research. His work has given an impetus and change of outlook in this difficult and diffuse subject by bringing out precisely the importance of upper-air conditions and thermal winds. In 1947 he published a quantitative dynamical study of a realistic atmospheric model, resulting in a new criterion, applicable to routine analysis, for the development of depressions and anticyclones. Later investigations (1952) have produced a system in which the forecaster, using surface and upper-air charts, takes account of dynamical processes and simultaneous thermal changes, this putting the whole complex problem on a more scientific basis.
