DescriptionThe committee was set up in 1966 under the chairmanship of D N (later Sir Norman) Chester. Its terms of reference were 'to inquire into the state of Association Football at all levels, including the organization, management, finance and administration, and the means by which the game may be developed for the public good'. Most of the material relates to the preparation of the FA's Submission to the Committee.
