Mr [Herbert Hall] Turner intends to travel to Russia at his own expense and observe the eclipse and proposes to use instruments from last years eclipse expedition. Refers to the expense needed for this. Turner was unable to make an application for a sum from the government grant, therefore Christie would like to apply to the President and Council for a grant from the Donation Fund.
