DescriptionHerdman thanks Kempe for his letter and expresses astonishment at the cost of the report of Ceylon Part I. He remarks on no accounts passing through him except for the illustrations, and has done his best to keep the expense of the plates down, discussing the expenditure for them, using an Edinburgh lithographer. Remarks he had nothing to do with printing of a letter. Herdman suggests Kempe's printers 'are very extravagant', and remarks on the difficulty to estimate costs. Herdman suggests going to the Colonial Office with Part I and II of the reports and requesting an additional £200 to complete the work.

Enclosed is a memoranda to Mr White, regarding the 'Ceylon Pearl Oysters Report'.
