Herschel compares the conditions to those for the award of the Copley Medal and is critical of the limitations arising from a time frame for the nomination. He also makes mention of the reductions of the 'Magnetic and Meteorological Observations' and their publication, although he acknowledges that he has no alternative set of rules to suggest.
