DescriptionLetter outlines Kempe's issue with the 'Antarctic financial clause'. In June 1899 the Joint Committee resolved that the Treasurer could only draw on funds up to £50, in amounts no greater than £10 each. Any further amounts needed to be approved by the Committee before payment. When the Executive Committee was formed, it was given powers to sanction payments up to £400; Kempe therefore believes the Treasurer would be forced to call the Joint Committee to approve large payments every time the Executive Committee sanctions one.
