| Description | Sabine received a notice of a resolution from Mr Griffiths ‘adopted by the [General Committee] of the [British Association] ‘appointing a committee’ with Sabine’s name as the first member, ‘for the purpose of communicating to the Russian government the opinion of the British Association that the establishment of magnetical observations on the Kew system at’ Tiflis Observatory by Professor Moritz would contribute to the ‘furtherance of magnetical science’. Sabine remarks on the ‘serious’ and ‘delicate’ nature of sending communication to a foreign government and discusses the possibility of reaching out to the Russian Association in London. Sabine comments on not being present at the British Association and therefore unaware of the details of the discussion and resolution.
Refers to Professor Moritz as the Director of the Tiflis Observatory and observatories established in the Russian empire. Discusses the University of Kazan and its ‘magnetical importance’, as well as Professor [Joseph] Bolzani’s visit to England in 1862 and his examination of magnetical instruments.
Refers to the central observatory in St Petersburg.
