Woollcombe informs Sabine he has sent his paper to Professor Stokes (at Cambridge). Wollcoombe describes the contents of his paper, starting with a ‘history of eccentric principle from the time Robin’s’ and continuing with the experiments in England from 1851, 1852 and 1853. Reference to [Commander John Adolphus Bernard] Dahlgren [United States Navy] and his account of the eccentric principle, and Sir Howard Douglas’s work on the subject. Remarks on experiments conducted in Germany and the ‘method of obviating the deviations’. Refers to General Paixhan’s remarks on ‘experiments with executive projectiles’.
