The introduction, explanation and arrangement of the catalogue, notes, references to published figures of nebulae, and the list of errata and corrigenda to Sir William Herschel's catalogues of 2,500 nebulae was presented in a single preliminary manuscript gathering in Sir John Herschel's hand.

The catalogue itself was submitted on large printed forms, each sheet headed: 'Sir J.F.W. Herschel's General Catalogue of Nebulae'. Information on the nebulae is set out in twelve columns, including summary descriptions in abbrevated form.
