DescriptionIn reply to if Captain [Henry] Kater should be given permission to wear the Insignia of the Order of St. Anne of the second Class, conferred by the Emperor of Russia for his preparation of the linear standard to be used by the General Staff of the Russian Empire. States this would not be possible, based on Captain Kater's own description of the services given and that it would contradict the Regulations respecting the insignia of Foreign Orders. These regulations are included in the following 2 pages.
