The document mentions newspaper reports on the evening phenomena of light visible in the Northern hemisphere and responds by providing information on similar effects visible at Cape Town, South Africa. The author cites works by Sir John Frederick William Herschel on zodiacal light and Francis Albert Rollo Russell on cirrus clouds. Entrance in the Committee's report can be found on p. 277.

Endorsed with a Royal Meteorological Society stamp of receipt, 16 January 1884. Annotation in ink verso 'good'; with a pencil tick initialled 'R.R.'
