DescriptionSends a copy of a telegram from Hoover, and letters from the American represetations on the International Scientific Committee -- notes that Hoover's telegram shows he is saving himself should 'the American shipment of breadstuffs fall below the absolutely minimum European needs' -- asks Hardy to arrange for 'our scientists' to prepare a counter report pointing out that lack of bread 'would result in a general slackening of the national effort'.
