DescriptionThinks that if a 'minor state of seige' is going to happen, then the voluntary rationing scheme proposed along the Committee's lines is the way forward -- but that if a major seige happens there must be a plan to ensure that munitions workers and soldiers get their needed food supply, and as munitions workers live with their family this will be difficult to enforce. Thinks there must be a single authority to supervise all the buying of food.
