DescriptionThinks that Beale's suggestion of licensing grain dealers and requiring their returns does not take into account the consumption by growers -- makes some notes about the estimation of barley -- notes that the number of horses in towns is far less than the number outside, so tracing consumption of oats by horses is far from solving the problem. Thinks there is little hope of an accurate estimate 'that would be worth the trouble of compiling'.
