Description | Returns Markham's draft letter to the Treasury [see MS/547/4/38] with some suggested alterations to the first paragraph. Kempe presumes this letter will not be sent until the Treasury's letter is refers to has been laid before the Joint Committee. Also offers some thoughts on the proposed Order for the conduct of business. He believes that 'the time has now arrived when expenditure muist go on at a more rapid pace' and expects some flexibility will be required in the financial arrangements. |
