DescriptionBateman was interested in Larmor's paper on escapements and quanta and would like to ask a question, prefacing this with equations on an eddy in a viscous flow. The relationship between energy and frequency reminds him of the quantum relation, and this raises the possibiity of viscosity in the aether - is there any fatal objection to the view that aether has slight viscosity? This might only be operative in the case of small particles such as electrons and atomic nuclei. When an electron revolves around an atomic nuclei, it may set an eddy acting as an escapement. He expands upon this, noting that Planck's constant may be really proportional to a Reynolds' number
