DescriptionFoster is directed by the President and Council of the Royal Society to ask the advice of the Meteorological Council on the inclosed communication from the Imperial Russian Geographical Society [not attached]. The Royal Society would be glad if the Meteorological Council would prepare for them such an answer as they think should be sent.

The hydrographer of Admiralty has expressed to the President and Council an unfavourable opinion on the project.
