This is a result of the author's [Francis Cranmer Penrose] suppressed desire for its publication in the 'Philosophical Transactions [of the Royal Society]' and some doubt raised by Professor Darwin.

Encloses details [not enclosed] of a new paper, 'The Theory of Consistence of Logical class-frequencies' by George Udny Yule and asks for Forsyth's views on acceptance and reference.
