Description | Last Council resolved that the vote of the delegates at the approaching meeting [of the International Association of Academies] would be delivered by the Senior Secretary or the Junior Secretary in the place of Lord Kelvin. Harrison reminds him that on 22 March 1900 it was agreed that in the case of absence of the delegate from any meeting of the Association, the delegates present should one of their number to deliver the vote.
