DescriptionThe President and Foster accepted his proposal at once, feeling there was no time for correspondence to take place. However, now there is no hurry, they wish to inform him that the President and the two members of Council appointed to accompany him have not received any powers to accept definitely any modification of the 'Instructions' which may be put forward at the proposed conference. They will have to consult the Council before an authoritative decision is made.
