In this formal way, the decision may seem curt, and Foster would like to offer an unofficial explanation of what he thinks the decision means. He believes that the evidence which he has brought forward needs to be strengthened by the results of a full histological study of the phases intermediate between the Rotifer egg and the ciliate infusorian.
