DescriptionRix returns Cutter's manuscript and explains that no paper can be registered or read before the Royal Society unless it is by a Fellow of the Society, or has been 'communicated', and thereby endorsed, by a Fellow as a guarantee of its suitability. He further states, that in addition to this regulation, which is always adhered to, his paper does not come within the scope of the Society.
