Description'Dear Colonel Prain,
I enclose a form for application to the Relief Committee [no enclosure]. It is intended to be signed, not by the beneficiary, but by some one who can vouch for the accuracy of the statements made in it. The Committee is not likely to meet again before October, but in urgent cases the Chairman has power to act in the vacation in consultation with one of the Secretaries of the Society.'
