This paper (communicated May 29 1911) has now been returned by the author, modified and abridged in accordance with the suggestions of referees. Sir Joseph Lamor writes "much improved. In virtue of Lord Rayleigh's report it might go to press for Philosophical Transactions [of the Royal Society]. I am certain that it ought not to be suppressed".
