Explains that Dr. Havelock reports in favour of publication in the 'Philosophical Transactions of the Royal Society', as the paper is too long for the 'Proceedings of the Royal Society'. Asks Sir [James Hopwood] Jeans if the paper is to be treated as a 'Philsophical Transactions' that it be assigned a second referee.
