Vevikolaieff that the International Research Council, established by the Conferences of London and Paris, sympathises with Russian scientists and recognises the sacrifices Russia made during the war. Notes that once a stable Government is established in Russia, the Petrograd Academy of Sciences will be invited to take its place alongside the other nations involved in the International Research Council.
