Informs Professor MacBride that it has been under consideration by the relevant Committee who have decided that it is not suitable for consideration in it present form. Notes that if Mr. Cannon is willing to revise the paper according to the enclosed criticisms, then they woud be willing to consider it further [not enclosed].
