Foster is directed by the President and Council of the Royal Society, who held today their first meeting since the receipt of the Secretary's letter of 21 July, to express the great satisfaction with which they learn that the Lords of Admiralty are happy to give all the help in their power [for observation of the total solar eclipse in April 1893]. As Foster stated in his earlier letter it is absolutely necessary to make arrangements for the expedition as early as possible and he explains why it is not acceptable to wait until the time of the mail steamers has been fixed. Should the mail steamers be available the expedition will of course make use of them.

The President and Council trust that they are doing right in pushing forward the preparations in confidence that, should a man-of-war eventually prove necessary for the transmission of the observers, the Lords will provide not only the gun boat and steam launch asked for in Foster's former letter, but also the man-of-war to convey the party to Bathurst and back.
