DescriptionIn reply to Nevil Vincent Sidgwick, answers that J.J. Manleys' paper on 'Of Gas-Grown Skins. Some of their main Properties and Effects' was being kept back from the Council to avoid harm to the author if the paper is likely to be rejected; ask communicators to withdraw papers before this can happen; takes the last letter from Sidgwick as a request for withdrawal and will return the paper to Dr. Manley and will be happy to consider it again if he can add to the paper and prove his point.
