Jackson's paper 'Investigations on Paramagnetism at Low Temperatures', communicated by [Heike] Kamerlingh Onnes. Since this is in direct opposition to [John Ambrose] Fleming's report of the paper, he asks Rayleigh to either suggest a third referee or read the report himself, before it can then be published.
