DescriptionRix explains that he has taken great care with relation to the list of candidates, and has made out a diary of the steps in the process, which he can show to Foster to explain the conclusion he has reached. That conclusion is that even with their best efforts to forward any improvement in their procedure, it is impossible to get out the finished list any earlier than they did the previous year, namely 29 March. He further explains that it was only possible as the Easter holiday began 30 March, and Rix told them they would lose their holiday if it was not completed. It was a week earlier than the Statue VI provides.

Rix states that the earliest date by which they could post a rough uncorrected proof to Council would be 17 March this year, or 17 days after the first Thursday in March in other years. He asks if this would be early enough to make the change which Foster wants.
