TitleCopy letter from Herbert Rix, to the Secretary, General Post Office

Again I beg leave to call your attention to the fact that stamps, specially rare ones, are systematically pilfered from our parcels. This is sometimes exceedingly inconvenient, as it prevents our posting on misdirected packets. Inclosed herewith I send you a wrapper which was dropped into our box either by the last post yesterday or the first post this morning. The packet is from Peru, and the stamps were of some money value.
