| Description | Encloses a circular [not included] which he proposes to issue under the instructions of the officers, and asks for Foster to look at it, state whether it is approved, and return it. Rix states that he believes it is a mistake not to alter or abolish the statute in question, as even with a loose interpretation he does not see how it is to be satisfied.
Also refers to separate papers posted by Harrison and Sons, and the fact that to satisfy the statute they need to issue another circular to those who have separate papers to obtain their authority to sign the book on their behalf. Rix explains why he believes the process to be 'a farce', and expresses disappointment that the Officers do not bring the statute in accord with the facts. Rix includes his draft revising the statute, which would simplify the process of sending volumes of 'Philosophical Transactions' to Fellows of the Royal Society who wish it, and not to those who do not, by making it legal to send copies off on the authority of a letter received. |
