DescriptionIn reply to the Under Secretary's letter 28242/99 of 14th December, with reference to a communication from Dr Prout, the Colonial Surgeon of Sierra Leone, suggesting the establishment of a well equipped laboratory in one of the British West African Colonies, Foster is directed to reply as follows.

The Committee do not recommend the expenditure for the establishment of one large or central laboratory in any of the West African stations. The Committee thoroughly concurs with Prout's remarks as to the great desirability of encouraging the Colonial Medical Officers to investigate thoroughly the tropical diseases which come under their observations. The Committee strongly urge the Secretary Chamberlain to ensure that whenever a medical officer shows a special aptitude or success for any such investigation, they be cordially assisted in their research and if possible be specially detailed for such work.

When a medical officer has taken up some useful research and finds his progress hindered by want of laboratory accomodation or equipment, this should as far as possible be supplied. Defines what the Committee would recommend concerning a laboratory; small building with relatively simple equipment.
