DescriptionEncloses the formal notice informing Bose that his paper 'On an Artificial Retina &c' will not be published [not enclosed]. Council wished him to state that the reason for this is that in the opinion of physiologists the physiological part of the paper is 'hardly up to the mark'. Council is anxious that Bose should not be discouraged.

Rucker has just received Bose's last paper from Lord Rayleigh [John William Strutt] who hints that Bose may be better working it up into a more complete form. It can be published, if the Society so decides, later on in its present form, if Bose does not feel able to convert the preliminary notice into a more complete communication.
