DescriptionEnclosing a letter from the Admiralty offering to convey the observers fro Colombo to Padang. Also sending a letter from the Foreign Office with an enclosure from H M Minister at the Hague stating at the Governor General of the Netherlands Indies will accompany the observers [no enclosures]. Asks if they should point out to the Admiralty that they have previously informed them that the observers should go direct to Padang, and therefore the ship need only lie off that place for assistance.
