DescriptionEncloses two letters [not enclosed]. Is arranging summonses for a Council Meeting and unless he gets a wire from Foster by 11am the next day, he will send them off.

Regarding the letter to Sir Clements Markham, he encloses a type copy of Professor [Arthur William] Rucker's draft [not enclosed], but has no copy of the printed circular under discussion and has been unable to fill in the quotations from it. Notes Rucker did not feel justified in making use of the enclosed letters from Markham as they were marked as private and confidential, but it has occurred afterwards to Harrison and the Treasurer [A B Kempe] that they put on the 'private and confidential' when they printed the letters with the intention of sending them around the Council. The originals in Markham's handwriting are not so marked. The Treasurer therefore thinks it quite justifiable that they should be referred to in the letter to Markham, which will probably have to be considerably modified. The print of Markham's letters has never gone beyond the proof stage.
