DescriptionThe Secretary's letter of 18 July enclosing a copy note from the German Ambassador relating to the constitution of an International Enquiry into Earthquakes has been carefully considered.

There can be no doubt international cooperation in the study of seismology is desirable. The Royal Society is a constituent member and at present the directing academy of the International Association of Academies. The Society considers that before advising His Majesty's Government upon the question of the participation of Great Britain in the congress proposed by the German Ambassador it is its duty to consult the Council of the International Association.

Encloses for the information of Lord Lansdowne a copy of a letter Foster is addressing to the members of the Council of the Association [not enclosed], asks the Secretary to explain to his Lordship the difficulty the Society has in furnishing a definite answer. Foster is to suggest that the position in which the Society finds itself should be made known to the German Government.
