DescriptionHarrison explains, with regard to Thuillier's request to re-suspend Major General Oliver's certificate as a candidate for election, that a new Statute passed the previous summer set the 31 December in each year as the final date for receipt of certificates or orders for re-suspension. The amended Statutes also state that no certificate may be suspended for more than five consecutive years, and the order must be renewed each year if it is not to lapse and necessitate a new certificate.

The new Statutes had been communicated to all Fellows in August 1903, and again in the Annual Report of Council, forwaded just before the Anniversary Meeting.
