DescriptionIn reply to Hickson's note of 21 July, it has become quite regular practice to send papers to referees agreed upon by the Chairman of the Sectional Committee and one of the principal Secretaries, without waiting for a meeting of the Committee, and to get the action confirmed when the Committee meets. This is done under the powers given by Standing Order 41. If the referee's reports are favorable the Chairman and Secretary can agree to proceed with printing under Standing Order 43 but the authority of the Committee is considered necessary for reporting to the Council against the publication of a paper.
