DescriptionIn reply to Kelvin's note of yesterday, Harrison apologises, but he is not allowed to affix names to candidates' certificates. The names must be all signatures. If Kelvin is able to look in to the building before the end of the month, he will be able to add his name to Mr Harcourt's certificate himself. If not, Harrison will have to attach Kelvin's letter to the certificate when it goes before Council.
